Revise RCV & Ranked Robin Ballot Instructions #643

For actual elections, Ranked Robin instructions should be something like:
* Rank your 1st choice 1st
* Rank your 2nd choice 2nd
* Rank your 3rd choice 3rd
* And so on
* Equal ranks are allowed
* Skipped ranks are ignored
Look at modern RCV ballots for reference on how to wordsmith this best. The last two bullet points are ours and should be added.

We'll need some more iteration to land on the find the final instructions but this can be a starting point
