We probably should establish code reviews of all material going into production. What does that look like? Looking to follow the lead of @azdak and @heythisischris

Something as simple as requiring one approval before merging a pull request. Protect the main branch.

[ ] scan.equalify.app needs a development branch and a production branch #368
[x] All the repos that are going into production I will protect the main branch, requiring one review.
[x] Update the handbook.
