Based on the current Monitor API and any new needs arising from #403 Wireframe, integrate Monitor into the API.

This will enable:

Adding pages through the Monitor add/ endpoint and storing the returned MonitorId
Enabling an endpoint for Monitor to POST page check data to
Any additional endpoints or local storage necessitated by #403
