After Verifying SIgnup Code, Redirect to Reports page #415

After verifying the signup code, we are not redirected to the reports page. This confuses users because they do not know what to do next.

Note: The user wrote an incorrect verification code before they entered a correct version.

functionality tests passed, but the page title wasn't read out on VoiceOver. I will go ahead and mark for production deployment, but also added a note on readout to #390
