Scan/API Connection Refactor

Problem

API takes a while to display process the scan. This is largely because the API polls the scan.

Solution

• Scan will call the API via a webhook. One webhook call when scan is complete. Scan would push the event, rather than API polling.

Additional Notes

We're going to sit on this now. But it might become a thing if we want to rethink the architecture of scan.
