This pull request accomplishes the following goals.

Finalizes some details regarding the abstract Database.py class.
Implements BitdotioDB.py. Access is granted with a service account API token that has been added to the repository as a repo secret.
Adds tests to check ability to connect to, read, and write to said database, and checks whether return values obey the abstract specification.
