Incorrect implementation of A.5.3.C when checking Active 100-Hour arrays. #1220

It appears the tool is checking the values in the active 100-hour arrays immediately before issuing a DM11. The tool then issues failures for some active 100-hour arrays that are greater than 0, which would make sense but only if the check is executed after the DM11. Part 9: image
