Add support for ‘27 EPA Required SPNs #1360

Provide support for ‘27 MY US EPA SPNs as identified by J1939-90 (now in draft).

Collect new SPN definitions from J1939-DA and incorporate them for use in a Revised Table A-1 with ‘27 MY entries (to be provided).

These Table A-1 entries will be marked as ‘Fail if not in DM24’, and ‘Fail if not provided’.

Last J1939DA is Feb 2024. ETS will provide list of ‘27 EPA SPNs to check for omissions, after -90 ballot development is complete.

AFT 1 DPF Ash load pct, SPN 3720, will be added to table A-1 … it will not require DM24 inclusion as it is in the same PG as soot load. (FF shall fail for ‘27 EPA CI engines)

PG: ENRI SPN 23735 (Trip enrichment time) (FF shall fail for ‘27 EPA SI engines) to be required in DM24.
