FAIL: 6.12.3.2.a Outcome incorrect #860

The following outcome is not clearly supported by the response data. See DM5 response from part 1 in #860 for likely standard used instead of the part 11 response.

FAIL: 6.12.3.2.a - Engine #1 (0) reported Exhaust Gas Sensor heater as 'complete' in **_part 11_** and is now reporting 'not complete'

This issue is not needed for 3.1.x releases, unless it breaks. Omit from #1098, #1099.
