can,t connect server to tablet or vice versa . there seems to a certifacite issue . wifi will not connect

i have an hp tablet . it is operating with whats on the pad only . can,t get 
out / server not responding /certificate issue /layman at this so please speak 
laymen not tec i think maybe a clean start? need my wifi connection /tried 
everything i know but just made it worse/ please help

too many passwords at one time but i thought i cleared that up but theres still 
issues.scurity jumped in the game and caused a problem which is still ongoing 
.messed up some settings and new settings don,t make much difference , ram 
sometimes won,t respond! too me it look hopeless but i am sure not for you ,

The VLC API is http, not https, so there shouldn't be any certificate issues
