V2.0 Alpha Ready Merge

This pull on the Dev branch for version 2 and should be ready for an alpha release / test.

Changes between V1 & V2 include but are not limited to:

• Improved logging to allow for various states of logging ranging from Trace to Error
• Improved station loading and unloading logic
• Improved direction controls
  • Locomotive may still do an initial start stop and reverse, but this frequency should be greatly reduced.
  • Locomotive should retain its sense of direction after decoupling for fueling and re-coupling to the train.
• Improved station selection / determination logic
• Improved station stop logic
  • Stepped logic for Long Approach, Medium Approach, Short Approach, and On Arrival
  • Each approach slowly reduces the maximum allowable speed to mimic a gradual application of breaks when entering a station
  • Also prevents locomotives from sometimes stopping abruptly and or stopping short and having to restart to finish entering the platform
• Bell application
  • probably needs further tuning, but should now apply as the train enters the platform area
• Further comments
• Further Refactoring
• User adjustable settings referenced from an ini config file
  • Log Levels are adjustable
  • Dev features can be toggled on and off
  • Fuel check quantities are definable based on user preference
  • Updated ReadMe with language concerning new config ini file information.
  • Updated size of Car Inspector window to give slightly more room for station selection.
