API for UDP support in ethernet library #377

What change would like to see?

Many programs broke going from R18 to R19 because they were using undocumented 
ways to send and receive UDP packets over ethernet. I would like to see a 
documented API for sending and receiving UDP packets. 

Would this cause any incompatibilities with previous versions?  If so, how
can these be mitigated?

No incompatibilities.
