Several elements:

  1. Increase priority of bundle jobs in training to near the max
  2. Give longer jobs a higher priority so they will start first rather than being first come first serve
  3. Allow the user to set the priority range that the adjustments from part 2 are on. For example, if the base priority is 40:60, then the bundle jobs get assigned 60, the largest jobs 59, and the smallest jobs 40.
