Expense not able to be added despite fulfilling requirements
Attempting to add a expense of less than a dollar is not allowed despite it being positive and at least 2 d.p. so either the UG needs to be edited, or the command should accept amounts less than a dollar as some artists may earn very little expense.

This is indeed something that escaped our notice. We will accept this as a functionality bug.
Same as issue #488, which is the commission variant of this issue. Both work similarly and the bug comes from the same source, and will not be fixed independently.
