WIP: permas-only mode for `process-reports` a la `mach wpt-update` with no further options #27

TODO: describe better, fill out transition table in #26.

This should be basically the same as mach wpt-update and no intermittent options.

TODO: It might be best to implement this with somethinglike --on-conflict=change-to-reported --permas-only=true --on-missing-from-report=remove --assume-exhaustive-platforms=true --reorder-intermittents=true as --preset=wpt-update? 🤔

Thinking about it, moz-webgpu-update is a tool that I expect Mozilla to shed once it's gotten tests into tier 2 (with stable metadata) and beyond. I don't think the premise of this issue makes sense, so I'm closing for now.
