Implemented delay bit algorithm (with fixed Tmax 250ms) https://tools.ietf.org/html/draft-mdt-ippm-explicit-flow-measurements-01#section-3.2
Added related quic version
Added test
Changed spindump_analyze_quic to use delay bit instead of spin bit when available
