Deprecation of chat commands through IRC

As per a previous announcement (that I had completely missed), chat commands (read: commands over IRC), will be removed from Twitch on the 24th of February 2023. Most, but not all, commands can however be replaced by Twitch Helix API calls.

Below a list for tracking the progress of implementing the API calls:

Chat commands that are currently not tracked by issues:

• /commercial
• /host (not supported on the Helix API)
• /mods, /mod, /unmod
