Fully automated insider build flow

For some time now there's been an aka.ms shortlink for each Insider branch that leads to the latest blog post for that branch.

Automating Insider announcements may be as simple as hitting these URLs every so often and checking for changes in the redirect. It seems like Windows 10 and 11 both share the RP shortlink so there'll have to be a very simple check for which role to notify.
