Upgrade cloudflared to 2024.9.1 #27

Hi,

  1. This upgrade actually changes nothing, since all this release does is revert another release which I didn't have either: https://github.com/cloudflare/cloudflared/blob/master/RELEASE_NOTES
  2. I completed this is in https://github.com/Erisa/cloudflared-docker/commit/6c0bf91a0be96a9239bc193a6193fb04c0ca0435, I can't merge the PR since I need to push a tag at the same time
