I've implemented OverlyingAlertService and OverlayingSpinnerService for more information see and verify spinner doc and alerts doc

Everything looks fine, but i was not able to test it. I didnt found a way how to pull your work from github to by local machine to test it. And gloning it seemed like a terrible idea. so, cant approve yet.
