The created collection bank records should be 'publishable'.
That is to say: their xml output ends up at a location where they can be retrieved from again.
Each published record should be retrievable using a 'persistent identifier': a http://server/handle/number item.
This persistent identifier should also be named in a (hidden) field in the collection record.
