Bug: first added modality doesn't stick #69

When one ore more Resource >> Modality instances are added, the first one doesn't 'stick'.

The default (first) value of modality is 'spoken'. When that is selected, no change is signalled and nothing gets changed. Temporary solution: do not use '0' as default choice for Modality. Note: that should probably be changed for other fields too then. And: why can '0' not be a default value???

Additional bug: some items can not be published even though they get through the checks

Ahh! This is completely unrelated. Something with a missing field in the XML that is produced.

Right, it's Language. Okay, that's solved. But related: PUBLISH should return an error if it does not succeed.
