Technical page: additions #382

Please check if there is anything on the ELM database's technical page (https://elmss.nuigalway.ie/about/technical) that would be useful to include on the technical page in Passim. If there aren't any additions necessary, it's fine as it is now.

Possible additions:

  1. Mention 'web browser' and say something about requirements
  2. Mention the engine for data visualization (d3js) and that images are basically svg (with link)
  3. Mention that an API will come 'in the near future' (not yet on our issue list)
  4. Explain possibilities to download:
    1. Images
    2. Other...

What about license information??
