Double-click titlebar should toggle maximize window

Currently resizer button maximizes on double-click; this functionality can stay as-is (doesn't need to be a toggle).

This probably needs to save a (session) variable to un-maximize the window back to its previous size.

Ended up making resize button toggle as well, since it's simpler to have a single function get called by both.
