Attempts to cleanup unnecessary code from x/feemarket

[x] Remove EnableHeight, only decide by NoBaseFee, since it only helps calculate for the first EIP-1559 block.
[x] Remove base fee change denominator and use from geth, since never updated before.
[x] Remove elasticity multiplier and use from geth, since never updated before.
[x] Remove unused migration code.
