In certain applications, keyboard keys don't perform expected behaviors

I have noticed that my keys don't work correctly in certain applications. I have 2 notable examples.

• In the NVDA settings page, pressing tab doesn't switch between controls on the screen. Instead, it switches between property sheets. Basically, it thinks I'm pressing control tab when I'm just pressing tab, and pressing the control key doesn't make it unstick.
• In reaper, pressing tab switches between the docker pein and the track pein. In addition, not a single key passes through to the application. Instead, I can hear that it plays the windows ding sound for most keys. These bugs also apply to the M1 Mac version of NVDA Remote. I know that these glitches don't exist in the Windows version, because I've done several tests to confirm. Is there any known way of fixing these issues?

This might relate to #14 which has been open for a while, and, so far as I know, this application hasn't been updated in some time, either.

This is somewhat related, but not exactly. I do have that issue as well, but this is less a keyboard layout thing and more of a Ctrl Shift M works in all apps except for a select few type of situation.
