New UID Logging Feature Issue

What steps will reproduce the problem?
1. Just let the logging happen

What is the expected output? What do you see instead?

What version of the product are you using? VBulletin version? PHP version?
Mysql version?

Please provide any additional information below.

There are "blank" entries in the log, basically from when an admin edits a user 
account changing usergroups and that kind of thing.  

To prevent this, if you compare the old and new values (whatever they are) and 
if they are the same, don't bother to log it.  This will prevent the blanks, 
but will also prevent someone from just saving their UID again when they 
haven't changed it.
