Unchecking `Rows` in the Dopesheet view causes zooming to be disabled. #779

Description: Unchecking Rows in the view options of Dopesheet will prevent the zoom from changing even if you move the mouse wheel on the area where the frame number is displayed. Screenshot 2024-02-27 at 15 33 48

Expected behavior: Even if the dopesheet rows are hidden, the zoom of Dopesheet can be changed by mouse operation.

Versions of Spine where this bug was found: Spine 4.2.18-beta
