Proper source for VID erasure code rate #1734

Currently the number of payload chunks is a hard-coded fraction of the number of storage nodes (ie. quorum nodes). This is a network-wide config parameter.

@jbearer I guess we'll just hard-code the erasure-code rate for cappuccino/decaf?

Yeah. Based on 2/3 + 1 nodes participating in recovery
