close #19

Use FFT domain points instead of 1..num_storage_nodes.
Use FFT for dispersal via multi_open_*.
Recovery still uses quadratic-time Lagrange interpolation. But now that we use FFT domain any remaining work to use FFT-based interpolation is purely an upstream implementation detail.
