mock circuit #77

This PR does the following things:

a wip code for pcs accumulator and batching (not integrated)
an API for generate mock vanilla and turbo plonk circuit
end to end test for mock circuit of large sizes
update names for Params' fields
a few small bug fixes

This is reasonably stable -- would love to get a review while I am working on (non-batching) accumulator and benchmarking
