CI: fix rust and go cache #217

Currently the go and rust actions/cache uses are broken. This change limits the changing of directories to the one test job where it's needed so caching should start working again.

I am thinking maybe we should create an entilrely new ci.yml. Is it easier for us to sync with the upstream?

@ImJeremyHe we could, but I also feel like they don't update this file very often and we don't have a lot of changes now.
