I noticed that in the 2D Air Plan web map and app that the ACO's were not animating with time. It seems that the time extent for the later was set for April 14th.
I had to go back into the map document, recalculate the time extent and then republish the service.
REcommend updating the doc to add a step to set the time extent of the ACO_Use layer in the MXD before publishing it as a service.
