Dbl click causes a strange "flash/jump" #2

When viewing the map here in Chrome: http://esri.github.io/application-boilerplate-js/application_boilerplate/

I see a strange "jump" or "flash" thats hard to describe. If you double click on the map you see the issue.

I also see it when clicking on zoom in/out buttons.
