Add azure/arcgis-site-core template for Microsoft Azure with the following workflows:

site-core-azure - creates core Azure resources for an ArcGIS Enterprise site
site-core-azure-destroy - destroys core Azure resources for an ArcGIS Enterprise site
site-k8s-cluster-azure - deploys cluster in Azure Kubernetes Service (AKS) that meets ArcGIS Enterprise on Kubernetes system requirements
site-k8s-cluster-azure-destroy - destroys AKS cluster

And validate-settings-azure workflow that validates Azure credentials and blob container for Terraform state.
