Improve contributing guidelines #37

Looking at https://github.com/Esri/arcgis-js-vscode-snippets/pull/36 I have noticed we have missed better guidelines on how to properly format a commit message and a pull request.

I'm going to work on adding them following ideas from https://github.com/Esri/calcite-design-system/blob/main/CONTRIBUTING.md
