Resolves "Update to recommended settings" warnings across the set of projects:

Bumps LastUpgradeCheck and LastUpgradeVersion
Enables BuildIndependentTargetsInParallel
Enables "Generate Swift Asset Symbol Extensions" in the test runner
Disables "User Script Sandboxing" in all projects except for the test runner which current has no linting phase
