Register locale #139

This should be a working fix for #137 – @mboeringa confirmed the fix locally and I've done the same on a machine with a German locale. The TBX is a 10.4 toolbox, which based on binary diffs is consistent with the current released toolbox.

Shaun, would this tbx file work for 10.3 as well?

The fix is just adding a single line to both scripts. Should be trivial to re-implement in whatever base version of the toolbox and ArcGIS that is required for the next release...

I indeed was able to successfully use the tool after inserting the code lines. Still wish there was some progress displayed for download progress like QGIS does, but other than that, the tool is fine and should be of good use to many for downloading custom extents of OSM data.

I believe the existing toolbox in the codebase currently is a 10.4 toolbox, but I could be wrong. I saved a copy as a 10.3 toolbox here:
