Need "Help" text for the Network Configuration File parameter in the "Create OSM Network Dataset" #23

The Tool's help when you are in the Create OSM Network Dataset interface does not populate with help for the Network Configuration file parameter. Because the network config files isn't intuitive to locate in the ArcGIS file structure, the help is important and should be added.
