Removes inspect-process and node-sass to fix https://github.com/Esri/arcgis-rest-js/issues/1060
Adds a tag to the publishConfig so that when we publish 3.x versions they quit getting tagged as latest on NPM.

@patrickarlt Is this PR against the wrong base branch? I see lots of extra commits and merge conflicts.
