Updates the GitHub token to use a token that was generated by me and is stored in this repository's repository secrets (project admins see https://github.com/Esri/arcgis-rest-js/settings/secrets/actions). This should allow the automated build to be completed without disabling the branch protection rules, so I also removed that section of instructions from the RELEASE.md.
