Repro steps:

Create a feature class with three fields, i.e. object ID, geometry, and on additional field
Publish a map document containing the feature class as a layer
In Application Builder, add the service to an app
Attempt to configure pop-ups. The UI for enabling pop-ups will remain uninitialized. Salesforce ID: BUG-000082685
