[Doc] Explain how to deal with layers being re-ordered in the map service #18

When layers are re-ordered at the map service level, this changes the URL to layers within the map service, and breaks any feature layers in a saved applications that rely on the changed URLs. We should add an item to the FAQ that explains this issue and how it can be resolved. Salesforce ID: NIM090536
