Web map reference layers are not displayed #8

When web maps containing reference (i.e. label) layers are loaded in the Viewer, the reference layers are not displayed. Examples of web maps with reference layers include Imagery with Labels, Shaded Relief with Labels, and Terrain with Labels. Salesforce ID: NIM097098
