Adding 'Starter apps and CLIs' category #14

@gavinr, @annelfitz, would you combine this category with Code samples and snippets? @alaframboise noticed I was missing Runtime examples, which I have added. Now, I'm thinking... some sample apps also fit as starter apps/boilerplates, so maybe we should combine both categories.

@hhkaos - I agree, I think some of these would work better in the "Code samples and snippets" catergory. Maybe you could still have a separate category for CLIs? These don't seem like they fit well under code samples and snippets
