Add chart color themes from dashboard #53

Add chart color themes from dashboard to calcite-colors to be shared among other projects.

Issue was discussed in calcite-components general teams channel

@driskull, thanks for the ping on this. I'll get back on it. Though it looks like we're just going to take the existing values and move them here. Utilizing calcite-color color values don't work so well for color ramps. Updating the values of calcite-color would have too big of a trickle-effect on other items.
