Description

Updates the navigation-logo and navigation-user's interactive states as part of the larger epic in https://github.com/Esri/calcite-design-system/issues/9299.

Current state

Acceptance Criteria

• [ ] Remove background color on :hover and :focus to match stepper, tabs, and pagination
• [ ] Add focus to navigation-logo when it is clickable/selectable
• [ ] Remove focus from navigation-logo when it is not clickable/selectable
• [ ] Increase :active state bottom border to 4px on :focus
