[Panel] Focus outline obscures slotted content #10154

Actual Behavior

The focus outline of a scrollable Panel obscures the content within.

Expected Behavior

I'd expect the focus outline to appear over any slotted content.

Created #10238 for the regression, reassigned the above to December as a p - medium.

The same thing happens with calcite-tabs, could a similar fix be applied there as well? Teams thread from a while back
