Display/enter date formatted as ISO 8601 in Input Date Picker #6296

Description

I would like to be able to configure Input Date Picker such as input component of Input Date Picker would display date and allow to type date as ISO 8601 date (yyyy-mm-dd) regardless of the content of the locale property.

Acceptance Criteria

As in description.

Relevant Info

Having ISO 8601 dates would be mandatory requirement for unified metadata editor configured with INSPIRE metadata schema.

@annierm18 Is this direction of customization with date-picker something Calcite should support in alignment with i18n/l10n?

The above was vetted by the i18n team and @annierm18. As we proceed, the i18n team would like to be in the loop on the implementation to ensure options are available while providing an expected, and straightforward implementation.
