[Shell Panel] Outline not present when slotted in `"panel-end"`

Actual Behavior

There is no outline present when a shell-panel is slotted in the shell's "panel-end" slot. It is, however, depicted accurately in the "panel-start" slot and in 1.3.1.

Expected Behavior

Similar to the "panel-start" use and what is displayed in 1.3.1:
